Is your water milky or cloudy? it could be the gravel that is making them lathargic. Basically, they could be choking on the dust of gravel and they'll be going to the top of the tank mostly My suggestion would be to change 25% of your water if you can. Just to be on the safe side. 1) Your filter and air pump are working. Usually when goldfish go to the top of the tank is because they dont have enough oxygen
2) Is the water too hot? 74-76 has always been the temps i keep my goldfish
3) Check your water decorations. Is your water milky or cloudy? it could be the gravel that is making them lathargic. Basically, they could be choking on the dust of gravel and they’ll be going to the top of the tank mostly

My goldfish swims fast to the surface sometimes and blows bubbles. I had my water tested at Petco yesterday and they said it was perfectly fine. I have a filter and an air stone blowing bubbles in the tank. Why does he do that? Is he too hot? Everything is working properly, and the water seems nice and clear, I did a 50% water change 2 days ago. I think maybe the water is too warm I will need to check that!
